Notifying communities of the arriving hazards gives the general public enough time to remediate, protect possessions, and abandon a place if needed. Emergency Response (ER) structures can be modeled as a Cyber-Physical System (CPS) with control units, sensors, and actuators for environmental observing. This work aims at the instrumentation level of Visual Sensor and Actuator Networks (VSANs) using sustainable electronics and reengineering to ease the complications engendered by the present economic crisis and scarce financial resources. This approach examines ways that salvaged electronic components can assist far away and economically deficient locations. Uncomplicated detection circuits using salvaged components can pinpoint floods in impoverished regions. CPSs simplify hazard prediction and mitigation in disaster supervision. Nonetheless, few green practices and efforts have been accomplished in this regard. Recent technical advances help landslides studies and the evaluation of suitable risk alleviation measures. This work addresses in situ meters, and cameras to observe ground movements more accurately.
